Carmen has over 25 years of experience in regulatory, administrative, and competition law. Carmen began her professional career in 2000 at Garrigues, where she helped create and develop the Administrative Law Department. She joined KPMG in 2013 to create the Regulatory, Administrative and Competition Law Department in the Barcelona office. She is currently the partner in charge of the Regulatory, Administrative and Competition Law Department at KPMG Abogados España. She specializes in all areas of administrative and regulatory law, such as urban planning and the environment, public subsidies, public procurement, and public-private partnerships, as well as in administrative and administrative litigation procedures. She advises national and international companies in highly regulated sectors such as industry, consumer goods, hydrocarbons, social and health services, pharmaceuticals, etc. In the academic sphere, Carmen teaches in the Master’s Program for Access to the Legal Profession (MUA) at the Faculty of Law of Abat Oliba CEU University. Carmen has published articles on current legal issues related to public procurement and regulated sectors such as hydrocarbons and ports. Carmen regularly speaks at conferences on legal topics of interest. She has published articles in specialized journals and contributes to the Wolters Kluwer Yearbook on Litigation Practice for Lawyers, where she writes about court rulings in cases in which she has acted as counsel. She has also been recommended in various legal directories such as Legal 500 and Best Lawyers in the areas of Public and Regulatory Law, Environmental Law, and Competition Law.
